NAPT is one of several Census Information Centers (CIC's) established by the US Census Bureau to serve special populations for Census 2000 as well as for other Census initiatives such as the ongoing American Community Survey effort.

Each of these CIC's has its own network of organizations to help people utilize Census Bureau materials.
